Legal One

Law, Ethics, and Governance for All Leaders

Legal One is a comprehensive, standards-based program that provides New Jersey school leaders with the essential knowledge and skills required in the areas of school law, ethics and governance required by state mandate. This course, both on-line and in-person, was developed in partnership with the Foundation for Educational Administration, the Institute on Education Law and Policy at Rutgers University, Newark, and Monmouth-Ocean Educational Services Commission. Graduate credit from Rutgers University is available upon completion.

Delivery System

Legal One is flexible and can be delivered in a variety of ways that best meet each district’s unique needs, including the option for onsite or regional training, training provided in-person, completely online, or a combination of in-person and online training.

Key Components

The Legal One curriculum includes the following:

  • Module I: school ethics, school governance and the latest occurrences in school law;
  • Module II: student rights and responsibilities;
  • Module III: staff rights and responsibilities; and
  • Module IV: Special Education.

Outcomes

As a result of taking Legal One, participants will complete the state requirements for 12 hours in school law, ethics and school governance pursuant to recently adopted State Board regulations N.J.A.C. 6A: 9-16.7. These regulations were adopted to satisfy N.J.S.A. 18A:26-8.2, the School District Accountability Act.

The design of this program meets the professional standards for teachers and school leaders, as well as 21st Century content and skills.

Resources

Legal One includes: professionally produced, high quality video scenarios that allow school leaders to apply key concepts in school law, ethics and governance to real world situations; video commentaries by education law attorneys for each scenario that provide an easy to understand analysis of the law; interactive in-person instruction from two attorneys for each session; and materials that assist district leaders in leading follow-up discussions with school leaders and teachers. The program also provides participants with online access to the latest case law, statutory changes and regulatory changes, with analysis and summary of complex information.
